Background: Competence is a combination of knowledge, skills, capabilities, ethics and professional behaviors that undoubtedly lead to high performance of employees and the organization. The aim of this study is to investigate the effect of managers' competence on the productivity of employees of the Ministry of Sports and Youth with the mediating role of work ethics. Method: This study is applied research in terms of its purpose and a survey in terms of its data collection method. The statistical population of this study consists of employees of the Ministry of Sports and Youth, whose number in the first six months of 2018 is equivalent to 915 people. Simple random sampling method was used to select the members of the statistical sample. The sample size was 269 people using Morgan table. A standard questionnaire was used to measure the variables. Structural equation modeling was used to test the hypotheses. Results: The results showed that the components of managers' competence (technical ability, scientific ability, personality ability, cognitive-emotional ability, relationship management, globalization, competitive ability) have a significant effect on work ethics and employee productivity. The components of work ethics in the dimensions of responsibility, honesty, observance of justice and fairness, respect for colleagues, loyalty, competitiveness, sympathy with colleagues, observance of social norms and values have a significant effect on employee productivity. Conclusion: The results of this study indicate that all the competency components of managers of the Ministry of Sports and Youth directly or through work ethic components affect the productivity of employees of this ministry.
