Background: Today, a significant part of sports in all its fields is tied to the important issue of "fans". These fans, who are a section of the society, both have an effect and are influenced in a sports match. This influence and impression of the fan, in addition to sports, has important reflections in the culture of the society. One of the important things in this group is to pay attention to ethics and having an ethical culture. Therefore, the main goal of this research is to pay attention to the strategies for developing ethical culture among sports club fans Method: The research design was of applied type and was done using descriptive-analytical method. The statistical population of this research was professors of sports management, social sciences, culture and sports sociology. The sample of this research was 22 people from the target community who were selected by purposeful and snowball sampling. The interview tool was semi-structured and in order to analyze the data, open, axial and selective coding was used. Results: The findings of the research showed that in the open coding step, a total of 200 initial open codes were extracted, which were placed in 49 concepts and 6 categories. Conclusion: According to the findings of the research, it can be stated that moving in the direction of investigating the capabilities of developing the moral culture of fans requires understanding a conceptual model of all the effective and relevant factors in the development of moral culture; Therefore, the results of this research can increase the awareness of researchers at the macro, middle and micro levels about the development of the moral culture of fans.
