Identifying and Ranking Factors Affecting Procrastination from the Perspective of Professional Ethics

Background: Knowing the characteristics of human resources and the factors affecting their efficiency becomes one of the tasks of managers of organizations. The current research was formed with the aim of identifying and ranking and the result factors on procrastination from the perspective of professional ethics.
Method: The present research was conducted using a mixed exploratory method. In the qualitative part, the statistical population was with tax experience as well as expert professors in the field of human resources. The interview tool was semi-structured and the data was analyzed using the Delphi technique. In the quantitative part of the statistical population, there were employees of the tax affairs organization of East Azarbaijan province, who were selected by random sampling from a sample of 27 people. The questionnaire tool was made by the qualitative section of the researcher and was ranked by descriptive and inferential statistical methods and by performing Fridman test with Topsis software.
Results: According to the results, 19 indicators play a role in procrastination and social anomie, which can be divided into two dimensions, individual and organizational. The ranking of 19 indicators of procrastination shows that staff dissatisfaction, lack of job responsibility, without exception, inefficient bureaucracy and lack of meritocracy and rationalism instead of rule-based approach are respectively the 5 most important factors of procrastination.
Conclusion: To reduce procrastination, attention should be paid to its underlying factors and professional ethics should be supported and supported as a basic pillar in reducing social anomie.
