Background: The role and function of qualified and ethical counselors in today's schools and specifically in the secondary level is an undeniable role. Therefore, this research was conducted with the aim of evaluating the moral and professional qualifications of educational counselors in providing services to first secondary students.
Method: The current research was descriptive-applied and survey. The statistical population of the research included all counselors who were working in the 19 districts of Tehran at the level of girls' and boys' schools in the first secondary level of Tehran. For sampling from this community, cluster sampling method was used and Morgan's table was used to determine the sample size. After completing the questionnaires by the target population of the research, the data were analyzed using Cronbach's alpha, Fornell-Larker test, t-statistics and SPSS statistical software at a significance level of 5%.
Results: The findings of the research showed that in order to evaluate the professional competence of educational counselors in providing services to first secondary students, 16 counselor components can be considered. Professional competence (including 6 components), moral competence of the person (including 8 components) and educational and research characteristics (including 2 components). Also, the findings of the t test showed that the mentioned dimensions and components are significant and important at the 95% confidence level.
