Results: In the open coding section, 176 codes were extracted. In the axial coding section, 62 codes were placed in the form of 12 selected codes, thus forming a conceptual model of the research.
Conclusion: According to the research results, the causal factors identified in the field of policymakers 'hypocrisy include two spectrums of individual and organizational factors, and the employment conditions that create hypocrisy and the conditions that create hypocrisy are among the underlying factors of policymakers' hypocrisy. On the other hand, the central phenomena in the present study were identified in the form of two axes of organizational hypocrisy and hypocritical behaviors.
