Background: Ethical leadership focuses on how managers and supervisors use social power in decisions and actions in the workplace and how they influence others. The main goal of this research is to provide a model of ethical leadership in Iran's government organizations.
Method: The present article was conducted using a meta-composite approach. Metasynthesis is a qualitative method based on a systematic review. In this review study, the researcher evaluated and systematically analyzed 212 cases of previous research findings, which were reduced to 40 related articles after the monitoring process. In order to check the validity and reliability of the findings, the opinions of 12 experts in the field of management were collected using a questionnaire, and the reliability of the research was checked using four criteria: The Holstein coefficient, Scott's P coefficient, Cohen's Kappa index, and Krippendorff's alpha. Scrap content was used. Finally, by using the Shannon entropy method, the effect coefficient of the identified factors was determined and their ranking was done.
Results: According to this research, 4 main dimensions and 12 components were obtained for ethical leadership, and the results indicated the validity and reliability of the items obtained.
Conclusion: The research showed that, based on the studies conducted, dimensions such as the ability to perform managerial and leadership tasks, individual characteristics, social characteristics and ideal influence and identity formation constitute the foundation of ethical leadership. It was found that the component of influence on followers has the most impact among the components of the research.
