Identifying Factors Affecting the Ethical-Professional Competence of Human Resources with a Success-Oriented Approach in the Oil Industry

Background: This study aimed to identify factors affecting the ethical-professional competence of human resources with a success-oriented approach in the oil industry, especially South Pars Gas Refining Company.
Method: The study was applied in terms of purpose and qualitative in terms of method with a content analysis approach. The statistical population included experts and specialists in human resource management and senior and middle managers with an average of more than 15 years of work experience in the fields of management, policy-making, and large oil projects. Purposeful and snowball sampling was carried out and 14 people were selected as a sample based on theoretical saturation. Data were collected through semi-structured interviews. Data were analyzed using MAXQDA software and the six-step method of Brown and Clark (2012), and Cohen's kappa coefficient was calculated for coding reliability.
Results: From the analysis of the interviews, 102 initial concepts were extracted, which, after aggregation, were organized into 26 conceptual codes and finally five major categories: (1) individual and organizational development and excellence, (2) effective monitoring and evaluation systems, (3) improving employee motivation, well-being and productivity, (4) optimizing human resource structure and technology, and (5) promoting organizational ethics and accountability. Research areas included strategies such as promoting specialized knowledge, needs-based training, a fair evaluation system, fair compensation for services, occupational health, integrated human resource planning, the use of indigenous technology, and strengthening a culture of accountability.
Conclusion: The final model resulting from the research results drew a comprehensive picture of ethical-professional competencies in the context of the oil industry, which, while being consistent with domestic and foreign precedents, by adding a success-oriented dimension, provides a native and operational model for improving the performance and sustainability of the organization. The results can be the basis for strategic decision-making in the field of attracting, training, empowering and retaining human resources in the dynamic conditions of the oil industry.
