Background: The United Nations has a significant reputation among the main subjects of international law (governments). The United Nations Security Council, as the political pillar of this organization, has played a very effective role in obtaining this credit. The United Nations Security Council is primarily responsible for maintaining international peace and security, and it is because of this serious responsibility that the general policy of the United Nations is practically formed based on the Council's actions. The moral principle on which the Security Council was formed is the principle of responsibility for protection, which is the only commitment to this principle that can put the Security Council as a deterrent in the escalation of disputes in the international arena. Therefore, the present study was formed with the aim of investigating the role of Security Council decisions in the emergence and prevention of escalation of disputes as a way to fulfill the moral principle of the responsibility of protection.
Conclusion: The responsibility of maintaining international peace and security has been assigned to the Security Council. It is in the interest of maintaining and restoring international peace and security and solving international disputes and conflict situations that the United Nations can count on an effective and active Security Council that operates based on the Charter. Based on the principle of the responsibility to protect, the Security Council should watch out for any action that harms the maintenance of world peace. The Security Council has the duty to deal with gross violations of human rights and fundamental freedoms that may endanger world peace, like any other situation that is considered a threat to peace. But whether the Security Council has been successful in achieving this goal so far has a disappointing answer. As in the latest events such as the war in Gaza and the war in Ukraine, the world is witnessing the ineffectiveness of this system in protecting people and preventing war crimes. |
