Ranking of Effective Factors in the Appointment and Promotion of Managers with a Gender Justice Approach in Iran

Background: Today, it is obvious to everyone that there are a small number of women (compared to men) at the highest levels of organizations, and the absence of women in senior positions in the organization is an undeniable fact. The present study was formed with the aim of ranking the effective factors in the appointment and promotion of managers with a gender justice approach.
Method: This research was applied in terms of purpose, in terms of nature and method of an analytical research that was conducted in a mixed way. In the qualitative part of the community, all middle and senior managers of government organizations in Fars province were selected as a sample by a purposeful method of 17 people. The interview tool was semi-structured and the data were analyzed by Delphi technique. In a small part of the community, the senior managers of the welfare organization were 98 people who were selected by available sampling. The instrument of the researcher-made questionnaire was a quantitative section and the data were analyzed by Friedman test.
Results: The results of the qualitative section indicated 19 sub-components and 4 main dimensions that led to the formation of a conceptual model of the research. In the quantitative part, the factors were ranked by Friedman test and it was found that among the four characteristics, functional characteristics are the most important and specialized characteristics are the least important.
Conclusion: According to the management experts and specialists interviewed in this study, the main criteria for promotion and appointment of managers who consider the gender justice approach are functional characteristics, managerial characteristics, general characteristics and specialized characteristics. The results of statistical data analysis show that all four features are reliable in the proposed model and this model can be used as a new model for promotion and appointment of managers by managers of relevant organizations and decision makers.
