The Moral Obligations of the State in the Fair Distribution of Cash Subsidies to Vulnerable Groups (A Case Study of Iraqi Law)

Background: Justice has been one of the important concerns of mankind. The ideal of seeking justice is so broad and general that it can be said that humans have a sense of seeking justice. However, what and the nature of justice and how to achieve it have been highly debated, and its conceptual complexity and multidimensionality have made the issue more difficult. This study examines the moral obligations of the government in the fair distribution of cash subsidies to vulnerable groups in the Republic of Iraq, considering the concept of distributive justice.
Conclusion: Sometimes justice is considered as a virtue; a virtue that individuals are adorned with or a virtue that, as a moral principle, guides human behavior and actions; this perception of justice is called moral justice. Justice is sometimes considered so general that it encompasses all morality; in other words, the fairness and unfairness of an issue is considered as the moral basis of the issue. Distributive justice is a principle and criterion that governs the distribution of social rewards or duties. Here, the issue is how the distribution of social rewards and duties should be. One of the strategies of governments to establish distributive justice is the fair distribution of cash subsidies to vulnerable groups in society. The results of the study show that although cash subsidies play a vital role in securing the livelihoods of the poor, unaccompanied women, and people with disabilities, their implementation in Iraq faces various obstacles. Ambiguity and inadequacy in the social protection law, weak administrative and electronic mechanisms, lack of specialized human resources, financial constraints of the social protection fund, and political and electoral interference are among the most important of these challenges.
