Background: Safety culture can be defined as an organization's commitment to prioritize safety over other processes that may be beneficial to the work environment. Occurrence of occupational errors that endanger the health of human resources has drawn public attention to the issue of safety culture. In this regard, the main goal of this research is to provide a multi-level model of safety culture with regard to different dimensions of professional ethics in the tobacco company. Method: The current research is applied and is among quantitative researches. The statistical population was the senior managers of the tobacco company and the sampling method in this research was purposeful and 15 people were selected as a sample. The data collection tool was a questionnaire. To analyze the data, interpretive structural modeling, which is one of the research techniques in soft operations, was used. Results: According to the research literature, twelve dimensions of professional ethics were selected as effective antecedents of safety culture, and these twelve antecedents were used to design a questionnaire in the interpretive structural modeling section. The results obtained in the interpretive structural modeling section led to the presentation of a multi-level model of safety culture according to different dimensions of professional ethics in Iran Tobacco Company, and the identified drivers were placed in seven levels. Conclusion: According to the results obtained from the multi-level model of the research, efficiency and rule of law were placed at the first level, ethical leadership and precision at the second level, and safety risks at the third level. The validity of qualifications and expertise of manpower, supervision and control of safety, responsibility and integrity were placed at the fourth level, attention to the rights of the beneficiaries at the fifth level, safety knowledge at the sixth level, and finally the safety atmosphere at the seventh level.
