Background: The doctrine of "responsibility to protect" was accepted at the global level in 2005 in response to the evolution of concepts such as the moral responsibility of the international community and the incomplete implementation of humanitarian intervention, and according to this, the international community accepted in case of the inability or unwillingness of each From governments to prevent or deal with war crimes, genocide, ethnic cleansing and crimes against humanity, the responsibilities of that government are transferred to the international community. The theoretical focus of the responsibility of protection is on the second level of this doctrine, i.e. "the responsibility of the state to the international community". In fact, the developmental part of "responsibility to protect" is the government's responsibility towards an entity beyond governments - the international community. Therefore, the theoretical foundations of the doctrine of responsibility should be sought within the theoretical discussions of the international community. Therefore, in this article, the moral responsibility of the international community and the development of the doctrine of "responsibility to protect" are discussed in its context. Conclusion: Among most thinkers of international law and international relations, there is a general agreement about the existence of an "international community" with common values, responsibilities, rules and mechanisms in which governments accept that not only moral responsibility in protecting their citizens, they also have a wider responsibility in guaranteeing human rights anywhere in the world.
