Background: Morality, which is mainly an individual category and a kind of self-cultivation and connection with God, and introversion is manifested in it, is interwoven and connected with good governance. By examining the indicators of good governance, we clearly understand that their basis is focused on ethics, so the present research was conducted with the aim of explaining the good governance and the role of ethics in it from the point of view of Ibn Khaldoun and Farabi. Conclusion: It seems that the role of religion in the formation of the desired government is more prominent in Farabi's thought, what can be understood from the review of the previous texts in this regard is that Ibn Khaldun considered the role of nervousness in the formation and decline of governments. It is noted that with the presidency of philosophers, justice is ensured and development is realized. But Farabi mentions religion as the most effective factor in this context, and his utopia led by the prophet philosopher is a perfect expression of this way of thinking that after the establishment of justice, the society will reach prosperity. By comparing the opinions of these two philosophers, it can be said that the factors that Ibn Khaldun refers to in the rise and fall of states and governments and the solutions he provides to reform the country's affairs, and most importantly, that the concept of happiness that he intends It is more consistent with the ethics and characteristics of today's societies. Therefore, it can be understood that for the public participation in politics and establishing justice among different sections of society, regardless of religion, gender, ethnicity, etc., the government intended by Ibn Khaldoun will be more realistic and feasible and has a stronger moral foundation.
