Background: In the current era, the central position of administrative ethics in the organizations of Muslim countries, as a basic and fundamental area, has always been the focus of thinkers. The purpose of this article is the requirements of administrative ethics from the perspective of Islam.
Method: The present research was descriptive-exploratory in terms of its purpose and was carried out with thematic analysis method. The research community of experts was familiar with the concept of Islamic administrative ethics. Among them, 10 people were selected by purposeful sampling based on theoretical saturation. The interview tool was semi-structured and the coding method using MAXQDA12 software was used for data analysis.
Results: In this research, according to the results of the research, there are 4 main dimensions, including value factors consisting of 4 sub-themes of prohibition of donating public property, saving public property, the influence of intellectuals and officials, and decisively dealing with offenders' relatives; structural factors consisting of 6 sub-themes of consultative decision-making, legalism, transparency in affairs, accountability and responsibility, organizational monitoring and follow-up, and institutionalization of the culture of criticism and acceptance of criticism; Behavioral factors consisting of 5 themes of justice in dealing with employees and tolerance, improving the living conditions of employees, education and training, respect for meritocracy and encouragement and punishment; And finally, the extra-organizational factors consist of 7 sub-themes of people's influence on the health and survival of the administrative system, honoring the master, kindness and face-to-face communication with the people, respecting the legitimate freedom of the people, public supervision, judicial factors, cleaning the administrative system and returning property. It is general.
Conclusion: Islam is a comprehensive way of life that deals with the behavior and character development of managers and employees with trust, honesty, virtue, politeness, responsibility, conscientiousness, patience, justice and tolerance. It discusses the inherent human values to show a detailed discussion in the form of human moral values, especially regarding government managers and employees from the perspective of Islam. From the perspective of Islam, it inculcates a sense of official moral values and responsibilities, which are an integral part of public administration to successfully carry out the administrative process and implement public policies.
