Moral and Social Factors Affecting the Formation of Political Behaviors

Background: Political behaviors are an inevitable phenomenon in organizational life, managers cannot and should not eliminate such behaviors in the organization because some political behaviors are functional and can be used to achieve organizational goals. But managers should control these behaviors. In order to achieve this control, it is important to know the factors affecting these behaviors, therefore, the present study was conducted with the aim of investigating the moral and social factors affecting the formation of political behaviors.
Method: This research is exploratory and in terms of the result of fundamental research and in terms of qualitative research data (cognitive phenomenological approach). The statistical population was university professors, specialists and experts in the field of organizational behavior and human resources, as well as government system experts. 15 people were selected from among the target population as a sample with the purposeful sampling method. The interview tool was semi-structured. The data were analyzed by Claysey's coding method.
Results: The results of research data analysis resulted in the number of 184 open codes among 219 identified concepts. 184 primary codes were categorized into 37 categories and the research model was formed.
Conclusion: Undoubtedly, political behavior is not inherently negative and some people prefer legitimate political behavior and others prefer illegitimate behavior. Therefore, along with the personal and social characteristics of employees, the choice of ethical or unethical political behavior by individuals in the organization is also affected by organizational policies and macro-level policies in society.
