Background: The foreign policy of the Islamic Republic of Iran has always had many ups and downs after the victory of the Islamic Revolution. In today's world, countries strive to increase power and interests in their foreign policy, often sacrificing morality. With the revolution in Iran, high religious and Islamic goals were considered and the Islamic Republic emerged. In Islam, morality forms the basis of politics. The present study was formed with the aim of examining the role of ethics in the foreign policy of the Islamic Republic of Iran and comparing it with countries such as China.
Conclusion: Despite differences in political, economic, cultural, moral, and ideological conditions, all governments pursue similar goals for national interests in the international arena. Although ethics has been considered in foreign policy for many years, sometimes governments violate international ethics for their own national interests. In Islam, however, the nation is not the basis for decision-making, and an Islamic state pays attention to the interests of all human beings on earth.
