Designing a Model for Evaluation of Urban Management Performance with an Approach of Observing Ethical Principles

Background: Given the importance of observing ethical principles in urban management, this study aims to design a model for evaluation of urban management performance with an approach of observing ethical principles.
Method: This research is a descriptive-analytical. Population of this study includes all municipality managers of Mashhad and 27 subjects were selected as a sample. In this research, theme analysis method was used in order to determine the sample size and snowball method was used in order for sampling. Also interview method has been used in order to collect information. The relationships between the indicators have been explained using Interpretative Structural Modeling technique (ISM).
Results: Based on the results, 63 identified indicators related to five groups of main beneficiaries of urban management (including employees, citizens, contractors and investors, governmental and non-governmental organizations and the environment), were graded, using a network of interactions, in a range from the most influential to the most dependent, among which the indicators related to the employees had the most influence and the environmental indicators had the most dependence. Also, this study showed that indicators which desirable performance in them will result in satisfaction of the beneficiary, undesirable performance in them does not necessarily cause dissatisfaction.
Conclusion: Combination and prioritization of the corresponding indicators and beneficiaries can be used as an appropriate model for evaluating performance and a basis for decision making and policy making. |
