Background: Optimum performance combined with growth, knowledge accumulation and skill-building in the knowledge geometry of the information and communication era are among the characteristics of capable employees. But making it practical and bringing it to the fore in the field of the organization is considered one of the prominent characteristics of capable employees. However, what makes employees more empowered in this day and age? It is professional ethics that by referring to the hospital organization of this research, the financial master plan can pay special attention to this concept as the central actor in the financial affairs organization. Therefore, the purpose of this research is to design a model of expert empowerment on the comprehensive tax plan with regard to the components of professional ethics. Method: The present study was conducted qualitatively. This research was practical and exploratory. The statistical population was the experts of the country's tax affairs organization, 20 of whom were selected as the research sample by the purposeful sampling method and in accordance with the principle of theoretical saturation. The main tool of data collection was semi-structured interview. The method of data analysis in this research was thematic analysis. Findings: Based on data analysis, six overarching themes and 28 organizing themes of this research (along with the mention of basic themes; categories of empowerment and performance of services and interveners of this process) which result from the analysis of reports are. And the themes of the conducted interviews were obtained and based on that, the conceptual model of the research was drawn. Conclusion: The results of the model extracted from the research, there is a factor to deal with the oppositions in the two parts of moral empowerment and psychological empowerment, decision-making in the decisions to deal with them. You see the results or the same functions in treatment management organizations.
