Background: Considering the central bank's mission of supervising banks and credit institutions and the conditions governing the country, as well as the country's major documents and programs related to this area, the way policies are implemented in this area is of particular importance. The aim of this research is to present an effective model of public policy implementation with the approach of social and moral responsibility in line with the plan to reform the administrative system in the central bank's deputy supervision. Method: The current qualitative research was conducted with thematic analysis method. The statistical population of the research included experts who are proficient in policy implementation, and 23 people were selected as a sample using targeted sampling. In this research, data was collected using in-depth semi-structured interviews with experts in this field, as well as extensive library studies and document review in this field. Coding was done. Fuzzy Delphi technique was used to screen and validate the subject network. Results: The data analysis finally led to the statistics of 126 basic themes, 17 organizing themes, 6 comprehensive themes and the formation of a theoretical model, and based on this, the research model was formed. Conclusion: The results show that discipline and rule of law are mechanisms to ensure an appropriate level of systematic protection, the correct implementation of effective monetary and credit policies in the context of macroeconomics, the development of healthy and ethical competition between banks, preventing corruption and maintaining the health of the banking network, creating A fully developed public infrastructure is one of the effective factors in the effective implementation of banking supervisory policies in the central bank supervision department.
