Ethical Foundations of Implementing the Professional Development System of Employees in Iran's Public Organizations

Background: Presenting a comprehensive model in order to explain the development of professional ethics of employees in Iran's government organizations is considered as a research gap, with the understanding of this importance, the present study was conducted with the aim of a model to explain the development of professional ethics of employees in Iran's government organizations.                  
Method: This research is a type of qualitative study that uses foundational data theory. The participants included managers and expert academic and organizational experts in the field of human resource management in Iran's government organizations in the country, who were selected as key informants through the purposeful sampling method. Data were collected through semi-structured interviews. The reliability and validity of the data were obtained from the two methods of reviewing the participants and recoding by experts. Data were analyzed by open, central and selective coding.
Results: Major and core categories in the form of 6 dimensions of causal conditions, including (need for continuous training and learning, management of relations with organizational stakeholders, environmental changes and developments, career development path planning, conditions and requirements of the work environment) background conditions (employees' personal characteristics, information technology infrastructure, general organizational strategies, organizational culture, organizational structure, atmosphere of trust), intervening conditions (duty or conscientiousness, perceived organizational support), central category (development of cognitive, emotional, behavioral, skill professional ethics), strategies (skill-based strategies, motivation-based strategies, opportunity-based strategies) and consequences (improvement of performance, strategic and forward-looking perspective, realization of organizational goals, sustainability of human resources) to A higher level of abstraction was promoted and finally the research paradigm model was presented.
Conclusion: The professional ethics development model of employees can be used in order to explain the moral behavior of the organization.
