fa پیامدهای اخلاقی فساد بر توسعه همه‌جانبه کشورهای اوپک Ethical Implications of Corruption on Holistic Development in OPEC Countries تخصصي Special پژوهشي Research <div style="text-align: justify;">زمینه: فساد اخلاقی، به‌عنوان سوءاستفاده از قدرت عمومی و سوءمدیریت منابع، یکی از موانع اصلی توسعه همه‌جانبه در کشورهای اوپک است که بر ابعاد اقتصادی، اجتماعی، و نهادی تأثیر عمیقی دارد. این پدیده با تضعیف شفافیت و حکمرانی، پایداری توسعه را تهدید می‌کند و بررسی آن برای شناخت پویایی‌های شبکه‌ای ضروری است. این پژوهش به تحلیل تأثیر فساد اخلاقی بر توسعه در کشورهای اوپک پرداخته است. روش: این پژوهش کاربردی و از نوع تحلیل همبستگی است. جامعه آماری شامل داده‌های سالانه شاخص‌های توسعه (اقتصادی، اجتماعی، فرهنگی)، فساد اخلاقی، حکمرانی، و اثر زیست‌محیطی 13 کشور عضو اوپک در بازه زمانی 1382 تا 1402 (2003-2023) است. نمونه‌گیری به‌صورت سرشماری از داده‌های موجود در پایگاه‌های بین‌المللی (شاخص ادراک فساد، بانک جهانی، یونسکو، و پروژه جهانی کربن) انجام شد. ابزار گردآوری داده‌ها شامل شاخص‌های استاندارد جهانی نظیر شاخص ادراک فساد، سرانه تولید ناخالص داخلی، دسترسی به آب آشامیدنی، نرخ باسوادی، و انتشار دی‌اکسید کربن سرانه است. برای تحلیل داده‌ها، از رویکرد تحلیل شبکه‌ای کوانتایل و مدل پانل‌واریانس کوانتایل استفاده شد. یافته‌‌ها: نتایج نشان می‌دهد که فساد اخلاقی در شرایط مختلف نقش متفاوتی در انتقال و دریافت نوسانات دارد و با تضعیف حکمرانی، توسعه را مختل می‌کند، به‌ویژه در دوره‌های بحرانی. نتیجه‌‌گیری: فساد اخلاقی با نفوذ در ساختارهای نهادی، کارایی بخش عمومی را کاهش داده و توسعه همه‌جانبه را تهدید می‌کند. تقویت شفافیت و سیاست‌گذاری مؤثر می‌تواند به کاهش این پدیده و ارتقای توسعه پایدار منجر شود.</div> <div style="text-align: justify;">Background: Ethical corruption, characterized by the misuse of public power and mismanagement of resources, stands as a major barrier to holistic development in OPEC countries, profoundly affecting economic, social, and institutional dimensions. This phenomenon threatens development sustainability by undermining transparency and governance, making its examination essential for understanding network dynamics. This study analyzes the impact of ethical corruption on development in OPEC countries. Method: This research is applied and employs a correlational analysis approach. The study population consists of annual data on development indicators (economic, social, cultural), ethical corruption, governance, and environmental impact for 13 OPEC member countries over the period 2003–2023. Sampling was conducted using a census of available data from international databases (Corruption Perceptions Index, World Bank, UNESCO, and Global Carbon Project). Data collection tools included standardized global indicators such as the Corruption Perceptions Index, per capita GDP, access to drinking water, adult literacy rate, and per capita carbon dioxide emissions. Data analysis was performed using quantile network analysis and the Panel Quantile Vector Autoregression (PQVAR) model. Results: Results indicate that ethical corruption plays varying roles in transmitting and receiving fluctuations across different conditions, disrupting development by weakening governance, particularly during crisis periods. Conclusions: Ethical corruption, by infiltrating institutional structures, reduces the efficiency of the public sector and threatens holistic development.
