fa اخلاق و حقوق بشر در مبارزه با تروریسم در سطح بین المللی Ethics and Human Rights in the Fight Against Terrorism at the International Level تخصصي Special پژوهشي Research <div style="text-align: justify;">زمینه: تروریسم, استفاده غیرقانونی از خشونت یا تهدید به خشونت بر ضد اشخاص یا اموال به قصد اهداف سیاسی یا اجتماعی است. هواپیماربایی, تروریسم دریایی، بمب گذاری ، ترور و... از جمله روش ها و تکنیک های تروریست هاست. هدف از تروریسم, ایجاد رعب و وحشت یا واداشتن حکومت, افراد یا گروه ها به تغییر رفتار یا سیاست های آنها است. با توجه به ابعاد اخلاقی تروریسم  پژوهش حاضر با هدف  بررسی ابعاد اخلاقی و حقوق بشری در مبارزه با تروریسم در سطح بین المللی انجام شد. نتیجه گیری: در میان جامعه بین‌المللی، فقدان اجماع در مورد اینکه چه چیزی تروریسم را تشکیل می‌دهد، وجود دارد. فعالیت های تروریستی به واسطه نقض حقوق بشر و آسیب به شهروندان به عنوان یک فعالیت ضد اخلاقی شناخته می شود و بانیان حملات تروریستی و اعضای گروه های تروریستی در برابر پیامدهای اعمال تروریستی را به لحاظ اخلاقی مسئول هستند. نتایج مطالعه حاضر نشان داد در کنار اقدامات تروریستی ، گاه اقدامات ضد تروریسم که توسط دولت ها اجرا می شود تأثیر مخربی بر برخورداری همه از حقوق بشر دارد. اقداماتی برای مبارزه با تروریسم که حقوق بشر را نقض می کنند نتیجه معکوس دارند. آنها حاکمیت قانون و اعتبار مقامات دولتی را تضعیف می کنند، اعتماد و همکاری با مردم و جوامعی را که به دنبال محافظت از آنها هستند، کاهش می دهند و مانع همکاری بین المللی در مقابله با تروریسم می شوند. به این ترتیب، آنها به جای تقویت، توانایی دولت ها برای مقابله با تهدید ناشی از تروریسم، آن را تضعیف می کنند.</div>   <div style="text-align: justify;">Background: Terrorism is the illegal use of violence or the threat of violence against persons or property for political or social purposes. Hijacking, maritime terrorism, bombing, terror, etc. are among the methods and techniques of terrorists. The purpose of terrorism is to create terror or to force the government, individuals or groups to change their behavior or policies. Considering the ethical dimensions of terrorism, the present study was conducted with the aim of investigating the ethical dimensions and human rights in the fight against terrorism at the international level. Conclusion: Among the international community, there is a lack of consensus on what constitutes terrorism. Terrorist activities are known as an unethical activity due to the violation of human rights and damage to citizens, and the founders of terrorist attacks and members of terrorist groups are morally responsible for the consequences of terrorist acts. The results of the present study showed that in addition to terrorist acts, sometimes anti-terrorism measures implemented by governments have a destructive effect on everyone's enjoyment of human rights. Actions to fight terrorism that violate human rights are counterproductive. They undermine the rule of law and the credibility of government officials, reduce trust and cooperation with the people and communities they seek to protect, and impede international cooperation in countering terrorism.
