fa مدل اجرای خط مشی های عمومی با رویکرد مسئولیت اجتماعی و اخلاقی در راستای اصلاح نظام اداری The Model of Implementing Public Policies with the Approach of Social and Moral Responsibility in the Direction of Reforming the Administrative System تخصصي Special پژوهشي Research <div style="text-align: justify;">زمینه: با توجه به رسالت نظارت بانک مرکزی  بر بانکها و موسسات اعتباری و شرایط حاکم بر کشور و همچنین اسناد وبرنامه های کلان کشورمرتبط با این حوزه،  نحوه اجرای خطمشیها در این قسمت،از اهمیت ویژه ای برخوردار است. هدف این تحقیق، ارائه مدل اثربخش اجرای خطمشیهای عمومی با رویکرد مسئولیت اجتماعی و اخلاقی در راستای نقشه اصلاح نظام اداری در معاونت نظارت بانک مرکزی میباشد. روش: پژوهش حاضر کیفی و با روش تحلیل مضمون اجرا شد. جامعه آماری پژوهش شامل خبرگان مسلط بر اجرای خطمشی بود که با استفاده از نمونه گیری هدفمند 23 نفر به عنوان نمونه انتخاب شدند . در این پژوهش، داده ها با استفاده ازمصاحبه های نیمه ساختار یافته عمیق با خبرگان این بخش و همچنین مطالعات کتابخانه ای گسترده  و بررسی اسناد و مدارک در این حوزه، جمع آوری شد اطلاعات بر اساس روش تحلیل مضمون در سه سطح پایه، سازمان دهنده و فراگیر کد گذاری شد.  برای غربالگری و اعتباریابی شبکه مضامین از تکنیک دلفی فازی استفاده شد. یافته ها: تحلیل دادهها در نهایت به احصای126 مضمون پایه، 17 مضمون سازمان دهنده، 6 مضمون فراگیر و شکل گیری الگوی نظری انجامید و بر این مبنا الگوی تحقیق شکل گرفت. نتیجه گیری: نتایج نشان میدهد انضباط و قانون مداری ، سازوکارهایی برای تأمین سطح مناسبی از حفاظت نظام‌مند، اجرای صحیح سیاستهای پولی و اعتباری مؤثر در زمینه اقتصاد کلان، گسترش رقابت سالم و اخلاقی بین بانک‌ها، جلوگیری از فساد و حفظ سلامت شبکه بانکی، ایجاد یک زیرساخت عمومی کاملاً توسعه‌یافته از عوامل موثر در الگویی اثربخش اجرای خطمشی های نظارتی بانکی در معاونت نظارت بانک مرکزی هستند.</div> <div style="text-align: justify;">Background: Considering the central bank's mission of supervising banks and credit institutions and the conditions governing the country, as well as the country's major documents and programs related to this area, the way policies are implemented in this area is of particular importance. The aim of this research is to present an effective model of public policy implementation with the approach of social and moral responsibility in line with the plan to reform the administrative system in the central bank's deputy supervision. Method: The current qualitative research was conducted with thematic analysis method. The statistical population of the research included experts who are proficient in policy implementation, and 23 people were selected as a sample using targeted sampling. In this research, data was collected using in-depth semi-structured interviews with experts in this field, as well as extensive library studies and document review in this field. Coding was done. Fuzzy Delphi technique was used to screen and validate the subject network. Results: The data analysis finally led to the statistics of 126 basic themes, 17 organizing themes, 6 comprehensive themes and the formation of a theoretical model, and based on this, the research model was formed.
