Ethical Governance of Educational Artificial Intelligence: A Systematic Review of Challenges and Designing a Managerial Framework

Background: Artificial Intelligence (AI) has transformed educational management by enabling personalized learning and enhancing administrative efficiency. However, ethical challenges such as privacy breaches, algorithmic bias, and lack of transparency necessitate robust ethical governance. This study aims to identify key ethical challenges of AI in educational management and propose a practical managerial framework to address them.
Method: A systematic review was conducted using databases including Scopus, Web of Science, Google Scholar, Magiran, and SID. The study population comprised articles and reports published between 2015 and 2025. Purposive sampling was employed, selecting 42 studies after excluding duplicates and irrelevant records. Data were analyzed using qualitative content analysis with open, axial, and selective coding. The validity of the analysis was ensured through data triangulation.
Results: The application of AI in educational management presents challenges, including privacy breaches (e.g., data leaks in platforms like “Shad” and Zoom), algorithmic bias (e.g., inequitable resource allocation in Iran and the UK), lack of transparency in algorithms (e.g., opaque systems in Australia and China), insufficient accountability (e.g., unaddressed system errors in Iran and China), and diminished human interactions (e.g., reduced teacher roles in Finland and Iran).
Conclusion: AI holds significant potential for educational management, but its ethical challenges require governance frameworks, continuous training, stakeholder engagement, ongoing monitoring, and security standards like ISO/IEC 27001. In Iran, platforms like “Shad” can become responsible tools by enhancing transparency and involving parents. These strategies, inspired by global experiences, mitigate inequalities and foster public trust.
